Tiffany Kettermann, MPA, MA, LPC, LMHC, CADCI, (she/her) is the Director of the Oregon Mental Health Providers PAC. Tiffany is the founder of Health Allies, a mid-sized group practice in the Portland area focused on creating sustainable, enriching careers for mental health professionals, and on serving adults healing from trauma. She is active in the organization of Oregon group practice owners that created the PAC. She has served as a Member at-Large on the COPACT board since 2018 and was the recipient of the Larry S. Conner Distinguished Public Advocate Award from ORCA in 2020 for her advocacy with Oregon Health Plan recipients. She sits on a nationwide education board for educating therapists on working with clients in exploitative relationships and has been an international speaker on this topic. Tiffany holds a Masters in Public Administration (Non-profit Management) and a Masters in Mental Health Counseling. She was Accredited in Public Relations and has 20 years experience serving in public service positions such as the Director of Marketing for the United Way. She is passionate about advocating for improved access to mental health care and has been volunteering her time in this area since 2017.
Larry Conner, MA, LPC (he/him) is serving as Legislative Chair for the Oregon Mental Health Providers PAC. In addition to operating a private practice for 35 years, he has been a tireless advocate for legislation for mental health providers. He was one of the primary authors of the 2009 Practice Act which officially identified LPCs and LMFTs as core providers of mental health services and enabled us to bill insurance for mental health services. Over the last 15 years, Larry has worked to write and pass eight bills, most recently HB3046 in 2021, which over the next few years is going to have an immensely positive effect on, among other things, mental health reimbursement rates and the size and diversity of insurance provider panels. In 2010 Larry founded the Coalition of Professional Associations for Counselors and Therapists (COPACT) where he served as President three times. Larry has been honored by the Oregon Counseling Association with numerous awards, including the Distinguished Public Advocate Award which is now named after him. OMHP PAC is pleased to have Larry’s extensive legislative experience available to help us write and pass important legislation for all mental health providers and consumers.
